Routine maintenance on UK push notification servers

Reason:
To avoid further latency outages in the future, we need to apply the regional URL as advised by Cisco

Impact:
Customers might experience a short delay in push notifications being sent to their webex device (mobile, desktop) during the change

Checks:
Change server priority on the NetScaler and test the new URL on the secondary server while monitoring the NPS logs for any errors.

Rollback:
re-apply legacy URL to both NPS servers
